October 3, 2008 Vladivostok government officials and citizens work together to create a development plan for public self-government territorial institutions (STI) During a roundtable in Vladivostok, the Mayor of Vladivostok with other authorities agreed to form a commission on the proposal development of the STI Regulations and simplification of the STI borders establishment process. The City Administration representatives, deputies of the Duma, and representatives of NGOs, who have been actively encouraging the population to engage in the development process of the local territories, became members of the commission. As part of Our Rights Program, the communication among the public, the local administration and businesses, necessary for the reform of the communal and housing services (ZhKH) and local self-government, is improving. The proposals prepared and submitted by the residents of Vladivostok demonstrated that they are prepared to announce 2009-2012 as the period of the STI development, according to the Concep and the Program for development and support of the STI ...
