The United States Agency for International Development (USAID) is an agency of the U.S. Government whose mission is to implement the U.S. Government's economic and humanitarian assistance programs over 100 countries. As part of the U.S. Embassy in Moscow, USAID/Russia works with the Russian people to create a society where citizens take an active part in a democratic society and ample opportunity to improve their well being and standard of living in a market economy.

USAID/Russia's program focuses on:

• Free market mechanism development
• Democratic community institutional development and legal norms elaboration and implementation
• Health care and children social aid

Most programs and projects are implemented by non-governmental organizations and local governments. although USAID does finance some critically important technical cooperation with the Government of the Russian Federation - for example, for judicial reform, social and economic policy, health, and intergovernmental relations.

Khabarovsk Regional Public Organization on Social Initiatives Support "Initiative Plus"

Khabarovsk Regional Public Organization on Social Initiatives Support “Initiative Plus” was founded in the spring of 2006 aimed at uniting citizens and public organization to assist social and economic development of Khabarovsky Krai. The members of the organization (eight people) had been working for ISC from August 2002 to August 2006 implementing “Civil Initiatives in the Far East” Program in eight regions. Upon completing the Program the organization started searching for grant resources and technical assistance for NGO development. In September 2006, MSI suggested collaboration for “Our Rights” Program implementation, which was enthusiastically accepted. The office was opened in October 2006 and the advocacy activity was launched.

Interregional Public Charitable Organization «Far-Eastern Public Resource Center "Initiative Network of Regional Activists" (I.S.A.R.)

Interregional Public Charitable Organization Far-Eastern Public Resource Center "Initiative Network of Regional Activists" (I.S.A.R.) was founded in 1997 and it covers the territory of the Russian Far East. ISAR’s mission is to provide support for grassroots nonprofit organizations and activists, in order to expand the public’s role in socially-important decisions, and develop public responsibility for environmental protection.

Main activities are:

• Provide information on the roles NGOs can play in addressing environmental problems, and circulate news on third-sector activities through seminars, meetings, roundtable discussions, and electronic means. ISAR offers library services on civil society, environmental protection, and environmental education, an electronic database and a collection of videos of seminars, various civil initiatives projects, and on NGO management.
• Educational: seminars on NGO management, accounting in NGO, social partnership, network collaboration, local governance citizen participation, influencing the decisions of government ministries, ecological education and education on sustainable development.
• Consulting direction: monitoring, expertise and evaluation of social and ecological projects and programs, demand-driven consulting.
